Do you need a permit for a pool in Raleigh?

A temporary-looking pool may still require review when it:
- Can hold more than 24 inches of water
- Is left assembled for an extended period
- Uses permanent electrical equipment
- Includes a deck or platform
- Requires a permanent barrier
- Is connected to plumbing or other utilities
What is a pool permit site plan?
A pool site plan is a scaled overhead drawing showing where the pool and related improvements will be installed on the property.
It is different from the pool’s engineering and construction drawings:
- Site plan: Shows the location of the pool, barrier, equipment, property lines, easements, existing structures, and surrounding site features.
- Pool construction plans: Show the pool shell, walls, reinforcement, depth, plumbing, drains, coping, and structural details.
- Electrical plan: Shows bonding, grounding, pool lights, pumps, heaters, receptacles, disconnects, and wiring.
- Barrier elevation: Shows the fence or barrier height, openings, gate, latch, and safety details.
- Deck or patio plans: Show any surrounding raised deck, concrete patio, retaining wall, or supporting construction.
Raleigh requires a survey showing the existing property conditions and proposed work. A supplemental survey may be used to show the new pool layout. The City also specifically requests an elevation showing the height of the proposed pool barrier.[1]

What should a Raleigh pool site plan show?
The site plan should show the complete property—not only the pool outline. Reviewers need enough information to evaluate safety, placement, utilities, access, stormwater, easements, and surrounding improvements.
1. Property lines and lot dimensions
Show all legal property boundaries, including:
- Front property line
- Rear property line
- Left-side property line
- Right-side property line
- Overall lot width and depth
- Irregular or angled boundary segments
- Corner-lot or through-lot conditions
Pool placement should be measured from the legal property lines—not automatically from:
- An existing fence
- A hedge or row of trees
- A driveway edge
- A sidewalk
- A curb
- The edge of pavement
- A drainage ditch
These visible features may not follow the recorded property boundary. When the legal boundary cannot be established from reliable records or survey monuments, a North Carolina licensed land surveyor may be needed.

2. Existing house footprint
Show and label the complete footprint of the existing house.
Identify relevant exterior features such as:
- Doors providing access to the pool area
- Windows facing the pool
- Porches and patios
- Decks and stairs
- Attached garages
- Roof projections
- HVAC equipment
- Basement entrances
- Walkways
Where a wall of the house forms part of the pool barrier, the doors providing direct access to the pool require additional safety protection unless an approved powered safety cover or another approved method is used.[2]
3. Proposed pool and spa footprint
Draw and label the complete proposed pool footprint.
Include:
- Overall pool length
- Overall pool width
- Shape of the pool
- Attached or separate spa
- Pool coping or outer edge
- Steps, tanning ledges, or permanent projections
- Above-ground pool wall or support footprint
- Pool depth information where requested in the construction plans
For a curved, free-form, or irregular pool, provide enough dimensions to define the complete exterior outline. Do not dimension only the interior water surface when the coping, walls, or surrounding structure extends farther.
4. Distance to property lines
Show separate measurements from the closest part of the pool to every relevant property line.
These may include:
- Rear property-line distance
- Left-side property-line distance
- Right-side property-line distance
- Primary-street distance
- Side-street distance on a corner lot
- Distance to an alley or future right-of-way
The pool, coping, raised deck, retaining wall, stairs, equipment, and barrier may have different relationships to the property line. Each significant element should be shown separately where its location differs.
5. Pool barrier and fence route
Show the entire barrier enclosing the pool area.
Identify whether the barrier consists of:
- A new fence
- An existing fence to remain
- A combination of new and existing fencing
- The wall of the house
- An above-ground pool wall
- A barrier mounted on top of the pool structure
- An approved powered safety cover where applicable
Each section should be labelled with its proposed or existing height and material.

6. Gate locations and swing direction
Show every pedestrian and vehicle gate forming part of the pool enclosure.
The drawing should identify:
- Gate location
- Gate width
- Gate height
- Swing direction
- Latch side
- Connection to a walkway or driveway
- Whether the gate is pedestrian or vehicle access
Raleigh requires pedestrian pool gates to open outward, away from the pool. They must also be self-closing, self-latching, and capable of accommodating a locking device.[2]
7. Pool equipment area
Show the location and approximate footprint of the pool equipment.
This may include:
- Pump
- Filter
- Heater
- Chlorination or sanitation equipment
- Control panel
- Electrical disconnect
- Gas equipment
- Equipment pad
- Pool-cover motor
Label the distance from the equipment to the property lines, house, pool, barrier, doors, windows, and other nearby features where relevant.
Raleigh’s general zoning rule allows residential mechanical equipment to extend into a required side or rear setback when it remains at least three feet from the property line. Pool equipment may also be subject to electrical, gas, manufacturer, noise, access, and building-code clearances, so the final equipment location should be confirmed for the specific installation.[3]
8. Decks, patios, coping, and hardscape
Show every existing and proposed surface around the pool.
This can include:
- Concrete pool deck
- Paver patio
- Raised wood deck
- Pool coping
- Walkways
- Outdoor kitchen
- Retaining walls
- Steps and landings
- Drainage channels
The pool water surface and the surrounding patio are treated differently for stormwater purposes. The water surface itself is treated as 0% built-upon area, while concrete, masonry, roofing, and other impervious surfaces are generally treated as 100% built-upon area.[5]

9. Existing accessory structures
Show all significant buildings and improvements near the pool.
Examples include:
- Detached garage
- Shed
- Carport
- Pergola
- Gazebo
- Pool house
- Existing patio
- Outdoor fireplace
- Retaining wall
These structures may affect construction access, barrier safety, electrical bonding, available yard space, stormwater calculations, and the ability to maintain the pool and equipment.

10. Easements and utilities
Show all recorded and known easements affecting the proposed construction area.
These may include:
- Public sewer easement
- Public or private drainage easement
- Public utility easement
- Waterline easement
- Access easement
- Greenway easement
- Private utility easement
Raleigh states that pools, decks, pool equipment, and fences may not be installed over or inside a public sewer easement or a public or private drainage easement. Raleigh Water approval is required when an applicable sewer or drainage easement exists on the property.[1]
Also show known utility features such as:
- Water meter
- Sewer cleanout
- Storm-drain inlet
- Manhole
- Utility pole
- Transformer
- Overhead electrical lines
- Underground utility routes
11. Septic system and private well
Where the property uses a private well or septic system, show:
- Septic tank
- Drain field
- Wastewater repair area
- Private well
- Required access and separation areas
Pools and decks may not be constructed over a septic or wastewater system or its required repair area. Wake County Environmental Services must determine the acceptable location before the Raleigh application is submitted.[1]
12. Streets and rights-of-way
Label every adjoining street, alley, and right-of-way.
On a corner lot, identify:
- Primary street
- Side street
- Both street-facing property lines
- Sidewalks and curbs
- Driveway
- Barrier sections near the streets
- Any visibility area affecting fences or landscaping
The 10-by-10-foot visibility triangle illustrated in the image should not be treated as a universal Raleigh dimension. Any required sight-distance area depends on the street, driveway, intersection, right-of-way, and transportation review.
13. Drainage and environmental features
Show known stormwater and environmental conditions affecting the lot.
These may include:
- Drainage swales
- Stormwater inlets
- Streams
- Riparian buffers
- Floodplain
- Flood-prone soils
- Drainage easements
- Retaining walls
- Low areas
- Existing runoff direction
Raleigh Stormwater reviews residential permits for impervious-surface compliance, riparian buffers, floodplain conditions, stormwater overlay districts, and residential drainage easements.[4]
14. North arrow, scale, and project notes
Include:
- North arrow
- Graphic or written scale
- Property address
- Drawing date
- Existing and proposed labels
- Pool and spa dimensions
- Barrier legend
- Equipment labels
- Readable setback measurements
All text and dimensions should remain readable after the site plan is converted to PDF and uploaded through Raleigh’s Permit and Development Portal.
Raleigh pool setback requirements
There is no universal Raleigh rule requiring every residential pool to remain 10 feet from the side boundaries or 20 feet from the rear boundary.
Raleigh’s Unified Development Ordinance states that pools and other water features may encroach into a required setback, subject to applicable building-code requirements and other limitations.[3]
That does not mean a pool can automatically be placed directly against a property line.
The available location can still be restricted by:
- Building-code excavation and structural requirements
- Pool-barrier installation
- Required access and maintenance space
- Pool equipment placement
- Electrical bonding and clearance requirements
- Drainage and sewer easements
- Septic systems and repair areas
- Recorded plats or subdivision conditions
- Historic-district approval
- Residential infill standards
- Stormwater buffers or floodplain rules
- Retaining walls and changes in grade
- Homeowners-association restrictions
Raleigh specifically advises homeowners to contact zoning staff to discuss an in-ground pool’s proposed location before proceeding.
How high must a Raleigh pool barrier be?
The top of the pool barrier must generally be at least 48 inches above grade, measured on the side facing away from the pool.[2]
The barrier must also meet several opening and climb-resistance requirements:
- The maximum gap between the ground and the bottom of the barrier is generally two inches.
- Openings must not allow passage of a four-inch-diameter sphere.
- Solid barriers must not contain projections or indentations that make climbing easier.
- Horizontal and vertical fence members must follow spacing rules based on the arrangement of the rails.
- Chain-link mesh is limited unless approved slats reduce the openings.
- Lattice and diagonal openings are limited.
- Permanent structures and equipment must not be positioned so they can be used to climb over the barrier.
Where a barrier is mounted on top of an above-ground pool structure, the maximum space between the pool wall and the bottom of the barrier is generally four inches.
Pool gate requirements
Access gates must accommodate a locking device.
Pedestrian gates must:
- Open outward, away from the pool
- Be self-closing
- Be self-latching
- Remain capable of being locked
Vehicle or other non-pedestrian gates must also use a self-latching device.
Where the latch-release mechanism is lower than 54 inches above the bottom of the gate, Raleigh requires the release mechanism to be located on the pool side, at least three inches below the top. Openings near the mechanism are also restricted.[2]
The site plan should show which gate is the primary pedestrian entrance and whether another gate is intended for lawn equipment, construction access, or vehicles.
Can the house form part of the pool barrier?
Yes, but additional protection is required when a dwelling wall forms part of the pool enclosure.
Raleigh identifies several possible methods:
- A powered safety cover complying with ASTM F1346
- Door alarms on doors providing direct pool access
- Self-closing and self-latching doors or another method approved by the City
Door alarms must meet detailed requirements concerning activation time, sound duration, automatic reset, and temporary deactivation controls.[2]
Above-ground pools and removable ladders
An above-ground pool wall may form part of the barrier when it meets the applicable requirements.
Where access is provided by a ladder or steps:
- The ladder or steps must be enclosed by a compliant barrier; or
- The access must be secured, locked, or removed as permitted by the applicable code.
Any opening created when the ladder or steps are removed must not allow a four-inch sphere to pass through.[2]
A simple removable ladder should not be assumed to eliminate all barrier requirements.
Hot-tub and spa barrier exception
Raleigh identifies an exception for spas and hot tubs equipped with a safety cover complying with ASTM F1346.[2]
The safety cover does not automatically eliminate:
- Building or electrical permits
- Site-plan requirements
- Equipment clearances
- Easement restrictions
- Deck structural requirements
- Septic-system restrictions
- Stormwater review
Electrical and bonding considerations
A separate electrical permit is required for the pool installation.
Raleigh’s pool guidance identifies several metal components that may require bonding, including:
- Ladders
- Handrails
- Pool reinforcing steel
- Metal pool walls
- Pump motors
- Pool-cover equipment
- Pool heaters
- Fixed metal items near the pool
- Metal posts and fences within the applicable bonding area
Raleigh notes that fixed metal parts within five feet horizontally of the pool’s inside walls and within 12 feet above the maximum water level are included in the bonding review.[2]
Switches generally must remain at least five feet from the inside pool walls unless separated by an approved barrier. A disconnect must also be provided within sight of the pump motor and controller.
The site plan is not a substitute for a detailed electrical plan, but showing the pump, heater, control panel, nearby metal fence, and service route helps coordinate the project.
Pool equipment placement
The equipment area should be selected before the final pool layout is submitted.
Consider:
- Distance to property lines
- Distance to doors and windows
- Electrical disconnect access
- Gas-heater clearances
- Noise near neighbouring homes
- Maintenance access
- Drainage from the equipment pad
- Protection from flooding
- Pipe routes between the pool and equipment
- Ability to keep equipment away from the climbable side of the barrier
Mechanical equipment associated with residential uses may generally extend into a side or rear setback when it remains at least three feet from the property line. However, electrical, fuel-gas, manufacturer, utility, and site-specific requirements may require a different location.[3]
Do not place the equipment solely in the leftover space between the pool and fence. The area must be safe, accessible, and compatible with the barrier design.
Does a pool count as impervious area?
Raleigh’s UDO treats the water surface of a swimming pool as 0% built-upon area.[5]
However, other parts of the project may count as impervious or built-upon area, including:
- Concrete pool decking
- Masonry or solid paver patios
- Equipment pads
- Pool houses
- Covered patios
- Solid-roof structures
- Impervious walkways
- Driveway extensions
- Retaining-wall footings where applicable
Slatted decks allowing water to drain through to a pervious surface below are treated as 0% built-upon area under Raleigh’s general UDO definition. Other surfaces are evaluated according to their material, base, compaction, slope, and infiltration characteristics.

When is a Lot Grading Plan required?
Raleigh states that projects adding 800 square feet or more of impervious surface or concentrating runoff into a channel, pipe, or downspout must meet the City’s Lot Grading Plan requirements.[1]
Although the pool water surface is excluded from built-upon area, the project may exceed 800 square feet when it includes:
- A large concrete patio
- Pool coping
- A covered seating area
- Equipment pad
- Walkways
- Outdoor kitchen
- Pool house
- Driveway extension
The complete project should be calculated rather than considering only the pool shell.
Drainage around the pool
Pool construction can substantially change the backyard grade and runoff pattern.
The site plan should help identify whether the project will:
- Block an existing drainage swale
- Redirect runoff toward a neighbouring property
- Create a low area beside the pool
- Send patio runoff toward the house foundation
- Concentrate equipment-pad drainage
- Cover a drainage inlet
- Conflict with a drainage easement
- Require a retaining wall
- Alter the grade near a street or alley
The final grading should keep surface water from creating damage or nuisance conditions on adjoining properties.
Construction access
An in-ground pool often requires substantial construction equipment.
Access may be needed for:
- Excavator
- Dump truck
- Concrete truck
- Pool-shell delivery
- Crane or lifting equipment
- Material storage
- Temporary fencing
The proposed access route should be checked for:
- Gate width
- Side-yard clearance
- Overhead power lines
- Trees and roots
- Existing fences
- Retaining walls
- Neighbouring property
- Public sidewalk and right-of-way impacts
- Septic-system protection
Temporary construction access should not be assumed to permit removal of public trees, damage to utilities, or travel across neighbouring property.
Historic properties and special approvals
A property within a Raleigh Historic District or designated as a Raleigh Historic Landmark may require a Certificate of Appropriateness before the pool permit is submitted.[1]
Historic review may consider:
- Pool location
- Visibility from the street
- Fence and gate design
